The Office of Management and Budget (OMB) has designated the 8(a) STARS III GWAC as Best In Class (BIC) — a government-wide acquisition designation reserved for contracts that meet rigorous category-management performance criteria.

The federal government has a goal to award at least 5% of all federal contracting dollars to small disadvantaged / 8(a) businesses each year. Awards can be made as a competitive 8(a) set-aside or, where the agency determines the qualified small business is responsible and the contract can be awarded at a fair market price, as a sole-source 8(a) contract.
